Financial impact
As well as enabling positive change to women’s lives, wellbeing and relationships, Pause makes a difference by reducing the rates of infants entering the care system and thereby delivering cost savings for local authorities.
Following ten years of delivering practice, and two independent evaluations, Pause has evidenced that:


Independent Evaluations of Pause
An independent evaluation – commissioned by the Department for Education and carried out by the University of Sussex in partnership with Research in Practice and Ipsos Mori (2020) – found the Pause Programme to be effective in making a positive difference in women’s lives, improving women’s relationships with their children, reducing rates of infant care entry and delivering cost savings for local authorities.
A previous independent evaluation (2017) also found that the Pause Programme is effective in making change with women and local authorities.
